Portrait of Richard Ruoro

The story

Since 1989.

I got my first computer in 1989, an Amiga 500. I started in graphic design, with Photoshop and CorelDraw, and moved into web development around 2002. The design habit never left: I still do the brand and the interface before I write the first line of a product.

My career began in the foundational layers of digital infrastructure and telecommunications. Sasanet's free-SMS platform sent about a million messages a month from 2006. The Committee of Experts constitutional-education campaign reached Kenyans nationwide during the Katiba referendum. Bulk-SMS routing at Global Message Company carried enterprise traffic across African telco networks.

From there the work moved up the stack: portals, marketplaces and member platforms in the 2010s; cloud-native systems and mobile-first products in the late 2010s; and now AI-native products built on vector search, embeddings and agentic workflows.

Unlike specialists who focus on one discipline, I operate across three connected domains: infrastructure, product innovation and technology strategy. That lets me see technology from the technical, operational, commercial and regulatory viewpoints at once, and it is why clients who come to me for a website usually leave with a product.

Four eras

  1. 01 · 2000s

    Digital Infrastructure & Telecommunications

Built the foundational communication systems and enterprise messaging infrastructure behind early African digital services — Sasanet's free-SMS platform, the Katiba (Committee of Experts) constitutional-education campaign that reached Kenyans nationwide, and bulk-SMS routing at Global Message Company.

  2. 02 · 2010s

    Web Platforms & Digital Services

Portals, marketplaces, member platforms and business applications — the layer where the web stopped being a brochure and became how organisations actually ran.

  3. 03 · Late 2010s

    Cloud, Mobile & Automation

Scalable cloud-native systems and mobile-first products. Workflows replaced spreadsheets; automation became a competitive moat.

  4. 04 · 2020s →

    Artificial Intelligence & Digital Innovation

AI-native products: semantic search, embeddings, agentic workflows, intelligent platforms. SST Oracle, Kioo, Zabuni, Unganisha and Kinga live here; the Kenya AI Policy and AI Bill 2026 submissions sit beside them.

Policy

How technology gets governed.

August 2026

Response to the Draft Kenya AI Policy, Ministry of ICT

A formal written response filed as an individual technology entrepreneur: practical input on adoption, risk and how the policy lands on the people building AI products in Kenya.

2026

Memorandum on the Kenya AI Bill 2026

A formal memorandum on the Bill from a builder's perspective: governance, compliance burden and what regulation should ask of small teams shipping AI.

How I work

Five rules I do not bend.

  1. 01

Tests, security and handover are never cut.

Every product I ship carries an automated test suite, data-protection thinking in the schema, and documentation the next engineer can run from.

  2. 02

You own the code, the data and the infrastructure.

Self-hostable code, exportable data, no lock-in to a platform you cannot leave.

  3. 03

A smaller true statement beats a fuller one.

When I say something is done, I say how I know. Numbers on this site come from the products themselves.

  4. 04

    Plain words.

Proposals in your problem's own language: what I recommend, what I advise against, what it costs, what is out of scope, one clear next step.

  5. 05

    One build at a time.

I am one person at half a week per build, so I take one active build, a few retainers, and say no to the rest.
